Nairobi County has defended a newly signed cooperation agreement with the National Government following criticism from sections of the public and political leaders over the deal’s scope and timing.

The agreement, sealed by President William Ruto and Governor Johnson Sakaja, is anchored under Section 6 of the Intergovernmental Relations framework. It is expected to unlock billions of shillings for infrastructure, housing, transport and service delivery projects within the capital.

County officials say the pact is aimed at accelerating stalled projects, improving revenue flows and strengthening coordination between the two levels of government. They insist the arrangement does not cede county powers but instead creates a structured partnership to fast-track development.

However, critics argue that the deal could blur constitutional boundaries between national and county governments, raising concerns about oversight and accountability. Political observers note that Nairobi remains a strategic battleground, making any high-level agreement politically sensitive.

Despite the backlash, county leadership maintains that the partnership will deliver tangible benefits to residents, particularly in areas such as road upgrades, waste management and affordable housing.

The development signals renewed collaboration between City Hall and State House at a time when pressure is mounting to improve service delivery in Kenya’s capital.
